Assessing Teacher Performance

A teacher’s perspective on conditions that need to be in place if you want to assess teacher performance by examining student test scores.  Michele Kerr proposes that teachers should be tested on student performance if certain conditions can be met.  Those conditions include: 

-Teachers are assessed only on those students with 90% or higher attendance
-Teachers are allowed to remove disruptive students from their classrooms on a day-to-day basis
-Students who do not achieve proficiency on state tests are prohibited from moving forward to the next class.
-Teachers should be assessed on student improvement, not an absolute standard

This teacher feels these are reasonable terms for teachers that are being evaluated on student results.  Thoughts on this?
