Secretary Duncan announced this week that he will override No Child Left Behind requirements for all students to be 100 percent proficient in reading and math by 2014 for those states who receive waivers. The waivers will come with stipulations that the states adopt a prescribed set of education reforms. The details will be announced in September, but several states are already preparing to apply.
